In 2016, the Public Security Bureau began the systematic collection of biometric data from all residents of the XUAR—including 3D portraits, voiceprints, fingerprints and DNA markers.
The app is meant to ‘automatically detect terrorist and illegal religious videos, images, e-books and electronic documents’, and alert authorities so the content can be deleted. The app also gathers and reports on Weibo and Wexin posts, while also logging IMEI numbers, SIM card data and WIFI login data.
